PSB begins hockey club scrutiny before PHF elections

The Pakistan Sports Board (PSB) has officially commenced a nationwide review of hockey clubs, collaborating closely with the Pakistan Hockey Federation (PHF), as part of a wider initiative to enhance governance and ensure transparency in the upcoming PHF elections. This step is being taken to guarantee credibility, accountability, and a fair process, aligning with international standards of sports governance.

A spokesperson from the Pakistan Sports Board highlighted that the scrutiny process has been launched under a PSB-approved, mutually agreed-upon framework. This framework is being implemented by the PHF, but with complete supervision and oversight from the PSB to ensure that the process remains transparent, uniform, and rule-based. The spokesperson emphasized that this initiative represents a significant milestone in improving administrative and electoral practices within Pakistan’s hockey ecosystem.

“The formal examination of hockey clubs has started under the supervision of the Pakistan Sports Board. This process is being carried out transparently and in strict accordance with the rules, in close coordination with the Pakistan Hockey Federation. The ultimate goal is to ensure that the upcoming elections are fair, credible, and free from any irregularities,” the PSB spokesperson explained.

All hockey clubs that wish to participate in the PHF elections, whether they are legacy clubs with historical recognition or newly established entities, will undergo detailed scrutiny. The review will strictly follow criteria approved by the PSB and agreed upon with the PHF. This ensures that only clubs meeting all required standards are deemed eligible to take part in the electoral process. To oversee this comprehensive review, a joint National Committee for Scrutiny of Clubs has been formed, comprising representatives from both the PSB and PHF. This committee will ensure that every stage of the process is conducted with transparency and in line with the established rules.

The PSB spokesperson also noted that club information is being collected through a dedicated online portal. The system allows the PSB to have complete supervisory and audit access, ensuring that every submission and document is verified for accuracy. The scrutiny process will primarily focus on documentation, including club registration papers, official addresses, and other compliance records. Clubs will be given a one-time opportunity to correct or update any discrepancies in their submissions, after which provisional and final lists of eligible clubs will be published. This step is aimed at preventing errors and giving all clubs a fair chance to meet the criteria.

In addition, a clear mechanism for objections and adjudication has been established. Clubs that disagree with the scrutiny decisions can submit their objections within the prescribed timeframe. These objections will first be reviewed and addressed by the PHF, but the final authority rests with a PSB-designated adjudicator. The decision of this adjudicator will be binding and final for all election-related purposes. This layered approach is intended to ensure fairness while preventing unnecessary disputes and delays in the electoral process.

Another crucial element of this initiative is random physical verification. Selected clubs will be visited by officials to confirm their actual existence and the accuracy of their declared home grounds. This step has been described by the PSB as vital to maintaining the credibility and authenticity of the entire process. By verifying physical infrastructure and operational presence, authorities aim to eliminate the risk of fictitious or inactive clubs participating in the elections.

The PSB spokesperson reiterated that any scrutiny, verification, or electoral activity carried out outside this jointly approved framework will not be recognized, underscoring the importance of adhering strictly to the established rules. This ensures a single, consistent process for all clubs and prevents any attempts to bypass regulations or influence outcomes through unofficial channels.

Experts believe that these governance reforms, led by the PSB and PHF, will bring a much-needed level of accountability to Pakistan hockey. The joint approach reflects a commitment to modern sports administration, where transparency, fairness, and adherence to clear criteria form the foundation of electoral processes. Clubs across the country are expected to fully cooperate with the scrutiny process, submitting their documents and records on time to avoid disqualification.

The scrutiny mechanism also serves as a model for other sports federations in Pakistan. By implementing a transparent and document-based verification system, combined with physical inspections and a clear objection process, the PSB is setting a standard that could be replicated in cricket, football, and other sports to ensure integrity and trust in administrative and electoral procedures.

Officials have emphasized that this initiative is not only about elections but also about strengthening the overall governance of hockey in Pakistan. By verifying club data, ensuring compliance with approved criteria, and conducting random audits, the PSB aims to create a sustainable system that supports the growth of the sport. Well-governed clubs will be better positioned to develop players, organize competitions, and contribute to the national hockey ecosystem.

The process has been widely welcomed by stakeholders, including players, coaches, and club administrators, who see it as a step toward professionalizing hockey governance in the country. Transparency in club scrutiny and elections will not only boost confidence in the PHF leadership but also enhance the credibility of Pakistani hockey on the international stage.

In conclusion, the PSB-led scrutiny of hockey clubs represents a comprehensive, rule-based, and transparent effort to ensure fair elections for the Pakistan Hockey Federation. With careful documentation, supervised audits, physical verification, and a robust objection process, this initiative aims to restore trust and credibility in the governance of hockey clubs nationwide. As the process continues, all stakeholders are encouraged to stay informed and participate actively to contribute to the fair and transparent development of the sport.
