The Afghanistan women’s football team is set to become a powerful “symbol of resilience” after FIFA approved their long-awaited return to international competition, according to former captain Khalida Popal. This landmark decision represents a major step forward for Afghan women footballers, many of whom have faced immense challenges in recent years due to political and social restrictions in their home country.

The team has not participated in an official international match since December 2018, marking a long period of absence from the global football stage. The situation worsened significantly in 2021 when the Taliban regained control of Afghanistan. Following their return to power, strict limitations were imposed on women’s rights, including a complete ban on women participating in sports. This led to the forced displacement of numerous female athletes, many of whom had no choice but to leave the country and seek asylum abroad in order to continue pursuing their passion for football.

For years, these players remained in limbo, unable to represent their country due to existing FIFA governance rules. According to previous regulations, FIFA could only officially recognize a national team if it was sanctioned by the country’s football federation—in this case, the Afghanistan Football Federation. However, given the circumstances within Afghanistan, such recognition was not possible, effectively preventing these athletes from competing internationally.

In a significant development, FIFA has now amended its governance regulations. The change, approved during a FIFA Council meeting in Vancouver, allows the organization to register and recognize a national or representative team under “exceptional circumstances.” This provision is designed to ensure that players are not denied the opportunity to participate in international football due to factors beyond their control, such as political instability or restrictions imposed by governing authorities.

This decision means that Afghan women footballers, many of whom are currently living in different parts of the world, can now officially represent their country on the international stage with full FIFA recognition. It is a historic moment that restores hope and provides a platform for these athletes to showcase their talent and resilience.

Khalida Popal, a prominent figure in Afghan women’s football and a long-time advocate for players’ rights, expressed optimism about the future. She highlighted that the Afghan women’s team has always been more than just a sports team—it has been a symbol of activism and empowerment. According to Popal, this new opportunity will not only allow players to demonstrate their skills but also help nurture young talent within the Afghan diaspora.

Popal acknowledged the challenges that lie ahead, particularly for women still living in Afghanistan, who continue to face significant barriers to participating in sports. Despite this, she emphasized the importance of using the team’s platform to amplify the voices of those who cannot currently play. By competing internationally, the team hopes to send a message of hope and solidarity, reminding women in Afghanistan that they are not forgotten.

FIFA’s decision builds upon earlier efforts to support Afghan women footballers. In May 2025, the organization approved the formation of Afghan Women United, a refugee team created as part of a one-year pilot program. This initiative was the result of years of advocacy and lobbying by displaced Afghan players who sought recognition and opportunities to compete.

Although the team will not be eligible to participate in qualification for the 2027 FIFA Women’s World Cup, there are still opportunities ahead. Afghan women could potentially take part in the qualification process for the 2028 Olympic Games, offering them a chance to compete on another prestigious global stage. Additionally, the team is expected to return to action as early as June, marking the beginning of a new chapter in their journey.

FIFA President Gianni Infantino praised the progress made so far and expressed pride in the development of Afghan Women United. He stated that this initiative aims to provide a pathway not only for Afghan players but also for other teams facing similar challenges around the world. By introducing this flexibility in its regulations, FIFA hopes to ensure that football remains inclusive and accessible, regardless of external circumstances.

Currently, there are more than 80 Afghan female footballers living in various regions, including Australia, Europe, the United States, and the Middle East. Many of these players were part of the original national team setup before the Taliban’s return to power, with around 25 players previously under contract. Their dispersion across different countries has created a unique situation, but it has also opened up opportunities to build a diverse and resilient squad.

To facilitate the team’s return, FIFA has organized regional selection camps in countries such as England and Australia. These camps are designed to identify and bring together the best available talent from the Afghan diaspora. Following these sessions, a training camp is scheduled to take place in New Zealand in June, where the team will prepare for upcoming competitions and matches.

Afghan Women United has already begun to make its mark on the international stage. In 2025, the team participated in three matches as part of the FIFA United Women’s Series. One of the highlights of their campaign was securing their first victory against Libya in November, a moment that symbolized both sporting success and emotional triumph for the players.

The return of the Afghanistan women’s team to international football represents more than just a sporting achievement. It is a testament to the determination and courage of the players, who have overcome significant obstacles to continue pursuing their dreams. Their journey serves as an inspiration to athletes around the world, particularly those facing adversity.

As they prepare to re-enter international competition, the Afghan women’s team carries with them the hopes and aspirations of countless individuals. Their presence on the field will not only showcase their talent but also highlight the importance of equality and the right to participate in sports.

Looking ahead, the team’s focus will be on rebuilding, developing cohesion, and competing at the highest possible level. While challenges remain, the support from FIFA and the global football community provides a strong foundation for future growth.

Ultimately, the story of Afghanistan’s women footballers is one of resilience, perseverance, and unwavering determination. Their return to the international stage marks a significant milestone, not only for the players themselves but also for the broader movement advocating for women’s rights and opportunities in sport.
